I think MSL or any other tape library is never shown with their names in the ioscan output. The only thing visible in ioscan for the MSL should be autoch and the drives.
So try
#ioscan -fnC tape
#ioscan -fnC autoch
If these are not listed in the ioscan output or are listed as unknown then check their drivers in the kernel.

looks like it is either being listed as unknown device or there is a connection problem and it is not being seen by the system at all ?
How is it connected to your server ? By a fiber-optic fabric ? Any fiber swithces ? If so, is the zoning done properly ?

This is normal. I also have same on my backup server attached with a ESL9000.
Does ioscan detects tape drives and autoch.
Have you allocated hosts through interface manager?

is the MSL6000 (very highly unlikely) your system does not even see the darn thing and I think it is connected via fiber channel connection ? Are you sure there aren't any zoning issues ?

Following drivers are required for MSL6000 to work in hp-ux 11.11
stape and schgr
Above drivers can be configured to be IN in kernel configuration. You may use SAM to do so

can you clear some of my questions,
Is your librarys is connectead through san or scsi..?
If it is conectead to san,
Is Zoning is enabled in your san enviormrnt, If enabled first you need to add your fc router address to zoning configuration?
And you need to do two mapping also
You need to map the ultium drives to your scsi router and and need to add the host also,and assign the drive map to hosts..
If your accessing the library through scsi, It should show the drives and the robotic arm, Because from your previus replays i can see the drivers sctl and stape is already there,

you have to see something like;

so there must be a card NSR
what about the output of;
tddiag|egrep -i sctl
and try to see something like;
