If this does not work,then you need to wait if the application terminates after certain time.
If the application is not designed in such a way,REBOOT

Can you show us these processes us ps -el?
I can think of a few reasons:
1) Its a system process
2) Its a zombie
3) Its waiting on IO
Processes with a priority between 128-153 cannot be signalled, even with -9. Either its a system process that should only exit during a shutdown or a system/user processes waiting on IO.
