Will Virtual Partitioning allow me to logically split the server into two?
Is it a payable extra or is it a standard HP-UX feature?

If you are talking about "Virtual Partitioning", each partition has it's own boot device and no partition may share an IO device (at the card level) of another. I run 6 partitions on my N4000, and it works like a champ! Also, it's not wise to have multi-partitions on an N-class fail over to another partition on the same physical server, you really want to failover to another N-class.

SolutionYou would need to install another copy of the OS onto disks that are different from the current disks - They have to be external disks for the second, third, .... partitions.
The first partition owns ALL internal devices!!! IO cards can not be shared among different partitions.
The instructions, of which I don't think are finalized yet, have a section on how to create partitions for MCSG. Contact your local HP rep for details.
