Console to the npar, Ctrl-B see if a CPU dies.
Or use mstm or xstm in the vpar if its still running to check cpu health.
I think you may have lost one. If it failed the machine should have crashed with a HPMC in the console log.
If not, perhaps you misplaced it with a vparmodify command.

This is the reason why you cannot add a CPU - there is no CPU left.
