mailx problem
The above command works when EmailAddr = "mahesh.x.sarda@chase.com"
But it fails when EmailAddr = "timothy.r.o'neil@chase.com".
is it because of the special character in the email address? If yes, what should I do so that the email goes to timothy.r.o'neil@chase.com

YES.

Modify his e-mail address so it follows standards. I don't know of many e-mail servers that would allow a single quote in a e-mail address. Ideally his address should be: timothy.r.oneil@chase.com

Yes, you need to quote that string:
mailx -s "subject ..." "timothy.r.o'neil@xyz.com"
