Solution
change the permissions on /usr/bin/mailx to 550, and the group from bin to a new group, eg. mailx
Then only add those users who need to execute it into the new mailx group (/etc/group) you created, then only they (and root) can run it.

All unix flavours are exactly the same . . . . . . . . . . for end users anyway.

mailx uses sendmail which users can directly access as well.
You'll need to change the permissions in the binaries.
Once you get sendmail elm and mailx will stop working as well since they both use it.
You will need to check the permissions on sendmail every time you install new binaries. It is being patched quite frequently of late.
