mediainit for 9.x and 10.x

Does anyone know if the mediainit command reads and writes to EVERY sector on
the hard disk ?

The man page on medianinit(1) seems to indicate that is does. It mentions that
Initialization destroys "all" existing user data. I don't see how it could do
so without reading every sector.
