Motif and X11 files

I recently installed HP-UX 10.20. I want to use X11 and Motif libraries and include files. I am missing a bunch of files. I still have a machine with HP-UX 9.07 and that has many more X11 and Motif libraries and include files than 10.20. I went here
http://devresource.hp.com/STK/impacts/i173.html, but that didn't give me much info.

Did I fail to load something?

in /usr/include/Motif1.2 on 10.20 these are the only files:

I took ArrowB.h as an example but suspect the same will be true for most of the other libs :

These are part of the Motif Developer Libraries for HP-UX 10.20 are under the
/usr/include/Motif1.2/Xm directory. The Motif Developer Libraries are
part of the 'X11MotifDevKit.MOTIF12-PRG' Motif Developers tool kit.

The Motif Development Kit is a sub-product of the 'HPUX Developers
Tool Kit', which again is part of the ANSI C bundle, and password
protected. You must have a license for the ANSI C compiler before you
can install the HPUX Developers Toolkit.
