lvu01 is a logical volume on volume group vg10
lvu03 is a logical volume on volume group vg20

There are differnt disk.
only when you can make a disk free of date after that you can make the vg smaller en extend the other vg with that disk.
If there is data on the disk you can't move the free pe to the other volume group.

In some of the info above, is it being suggested to reduce the logical volume /dev/vg10/lvu01
create a new logical (lets say /dev/vg10/lvu04) and then assign it to File System /u03
File System u03 is where I need the extra space.

You can't take free space from one volumegroup to another volumegroup.
What you thing is wrong. The only way to extend a filesystem like u3 is to put extra disks in the vg20 volumegroup.
Maybe you can make a disk free from vg10 but if you can't you must buy bigger disk or extend vg20 with a disk.
