Need a controlled/programmable resource loading script

Pls help !
I am in need of a controlled/programmable resource loading script (hpux 11.xx)

eg.. Need to load the CPU 20% and stay put till terminated or stay put for a set duration.
same for memory and I/O.

Load geneartion with CPU affinity will also help.
