Tried:
#/usr/contrib/bin/X11/dr_dt
#more /var/adm/Xerrors - no file!
Examined the /etc/rc.log for errors during the transition to run level 3 - none.
#/sbin/init 2
#/usr/bin/X11/X :0
Screen went grey, no interaction ossible.
Powered off/on.
#rmsf /dev/*crt*
#nsf -evd framebuf
It created crt device files. Rebooted.
Still no CDE login screen.
Extra info for ya:
When I login as root, I get a:
'TERM set to ITE_x128y49' message.
For my improved understanding:
Where are the filesets for starting with CDE?
Which file gives the echo:
'...starting CDE ..... <0>
Any other ideas?

the file should be in /sbin/init.d
do a grep CDE * there and you should find the file. I think, it should be dtlogin.rc

have a look at /sbin/init.d/dtlogin.rc. This is the startscript that will start the CDE login process.
The message you see is from /usr/dt/bin/dtlogin which is started in the script mentioned above.

ps -ef ¦ grep dtlogin ?> If it's running : check for either /etc/dt/config/Xservers if it exists ensure last line reads :
* Local local@console /usr/bin/X11/X :0
If the file does not exist copy it from /usr/dt/config/ and edit accordingly if needbe.
/sbin/init 2 then back up to 3 ...result ?
Also check /var/dt/Xerrors !
can you also detail the dr_dt output.

Run: /usr/contrib/bin/X11/dr_dt
At the end of the output from this script a summary will appear:
Dr_dt finished with:
[num] ERROR messages
[num] WARNING messages
The ERROR and WARNING messages must be resolved before CDE will run properly.
NOTE: Exception to WARNING messages:
The /usr/contrib/bin/X11/dr_dt script checks for exact permission matches. If the permission on /etc/hosts, are 644 (rw-r--r--), a WARNING will be given that permissions should be 444 (r--r--r--). Messages indicating that the system has greater than require permissions can usually be ignored.
Check for errors in the CDE log files:
NOTE: You may want to check the date on each file to verify that it is current.
/var/dt/Xerrors
$HOME/.dt/errorlog
$HOME/.dt/startlog
Compare the $HOME/.dt/startlog against that of a working user or to that of this user on a working system. The contents should be similar to the following:
--- /usr/dt/bin/Xsession starting...
--- Xsession started by dtlogin
--- sourcing /root/.dtprofile...
--- sourcing /usr/dt/config/Xsession.d/0010.dtpaths...
--- sourcing /usr/dt/config/Xsession.d/0020.dtims...
--- sourcing /usr/dt/config/Xsession.d/0030.dttmpdir...
--- sourcing /usr/dt/config/Xsession.d/0040.xmbind...
--- sourcing /usr/dt/config/Xsession.d/0060.srcsysenv...
--- starting /usr/dt/bin/dthello &
--- starting /usr/dt/bin/dtsearchpath -ksh
--- starting /usr/dt/bin/dtappgather &
--- execing /usr/dt/bin/dtsession...
NOTE: Verify that "execing /usr/dt/bin/dtsession" appears near the end of this $HOME/.dt/startlog file. This line indicates that the start-up sequence is not hanging on a specific start-up script.

dtlogin is running.
/etc/dt/config/Xservers exists. last line is:
* Local local@console /usr/bin/X11/X :0
(see attahced)
/sbin/init 2 then back up to 3 result:
stops/starts nfs server,X print server & CDE login server but still no CDE login screen.
/var/dt/Xerrors is a zero length file.
The dr_dt output attached.
I've had quick look at the file. No Errors just warnings, mostly about permissions. Had a quick look at a working m/c and the permission issues are the same.
What next?

root user .dt directory (corrupt m/c)combined start/error files attached. There's some problem there but I don't know what it is.

try a /sbin/init.d/dtlogin.rc stop folowed by a start ?
anything in syslog.log, bdf no full fs ? Have you checked networking ... can you ping the system ? does hostname resolution resolve correctly ?
does ioscan show the graphics card as claimed ?
run graphinfo /dev/crt0 ?

So perhaps your keyboard got busted? Or perhaps it is not SEEN by HPUX in the same spot it was before?

you should to install the latest CDE, Xserver and X/Motif patches.
Sometimes these strange problems about CDE can be solved by installing latest patches about X environment.
I even know a similar case which was solved by O.S. reinstall and patches. Of course, it is an extreme solution, I hope that you won't be forced to this action.

syslog.log has something about a monitor issue (see attached).
bdf: no probs.
I can ping the system. (remsh ok).
hostname resolves correctly.
does ioscan show the graphics card as claimed ?
