Solution
Xwindows requires proper network setup or it simply doesn't run. The first question: is the new IP address on the same network? If not, your router/gateway address must be changed and possibly your subnet mask. Did you cahnge the IP address using SAM or editing the netconf file, or use set_parms? Changing /etc/hosts is not enough to change the IP address.
The next question is: are you using a DNS server (ie, /etc/resolv.conf exists and has at least one DNS server address. If so, you probably don't have /etc/nsswitch.conf (or are using the default version) which means that the DNS server *must* be updated before you can see your Xwindows display. To avoid this problem, change /etc/nsswitch.conf to resolve hostnames from your /etc/hosts file first.

Re: Not Able to Boot
CDE is very network sensitive application.
nslookup hostname
nslookup ip_add
Does that resolve ok??
Did you use /etc/set_parms ip_address to chage the ip address??
Also run dr_dt and check what it is comlaing about. Check rc.log and check what error CDE startup produces.
Check /var/dt/Xerrors
