Oracle monopolizes cpu time

Lately I have Oracle data bases processes which eat up all cpu time.
When I #top I see the same job eating away at cpu time for more then 3 hours.

I don't have normal users on my systems. Oracle is made available thrue an oracle-user.

We use HP openview for normal monitoring.

Does anyone know a easy/ fast/ simple way to monitor cpu percentage?
I would like to see an alert or email when the cpu has had no idle time for more then 20 minutes.

Have you tried glance with specific adviser rules. This may answer you requirement.

I don't have glance installed
