Ours is an environment variable defined in
/u01/app/oracle/home/.oracle_envs
Which then gets picked up by
/etc/cmcluster/packagename/oracle.sh
Which is in:
# ADD customer defined run commands.
(/etc/cmcluster/packagename/package.cntl
Of course your setup might be different.

Hi,
Since each environment can be different and have customizations, I recomend to do this as the oracle owner user to check each of the returned files:
$find $ORACLE_BASE -name "*.env" -exec grep -l {} \;
