1. Why this seeming circular supersede/dependency?
2. Does this mean that all I have to install is PHCO_35743?

SolutionUse the ITRC Patch database; select PHCO_35743 and its dependencies of PHCO_31923 and PHKL_34805. Download these and install them. It doesn't matter if any of these are present on your server; they will not be re-installed by default.
By using the Patch Database and allowing it to automatically add any/all dependencies, you should not have any installation issues.
