Does anyone know what this level is and what it requires?

That is the 'September 2000' of the patch bundle (Support Plus) both for 10.20 and 11.00.

You can download it/order cd from itrc.hp.com

SP50 Refers to Sept. 2000 Support Plus CD
SP49 Refers to June 2000 Support Plus CD
SP48 Refers to Mar. 2000 Support Plus CD
SP27 Refers to Dec. 1999 Support Plus CD
and so on ,.....
