The message is from SNMP trap, which is the result of a parameter alarm. You will need to investigate the cause of the alarm further.

The percentage of logical blocks written to the buffer cache dropped to 19.90%, which set off MEMWCache's alarm2. Unless this happens frequently, it's nothing to be worried about--MEMRCache is a far more important metric. I would decrease the maximum value of the range of your alarms or disable this alarm altogether.

Unlikely to be anything to do with SNMP - this message is simply telling you that your write cache hit ratio isn't particularly high - have you got an IO performance problem on this server? If not, who cares - just adjust the alert points in Patrol so it doesn't bother you any more.
If you *really* want to look at this some more then sar -b will give you data on the buffer cache performance. (%wcache in particular relates to what you are looking at)
sar -b 5 50
