Use sudo ( www.sudo.ws) for granting such permissions for all or specific commands.

And restricted SAM can be set up to allow SAM access for particular tasks to a certain user(s). See "sam -r".

you can either use sudo for specific priveleges with tracing OR you can set ACL to specific commands or locations or files.
