Few Basics about "Quorum":

Cluster quorum is a process used to decide which node (or group of nodes) will reform the cluster when some nodes can communicate with each other but not with other cluster member nodes.
When the cluster members find themselves in a 50/50 situation where no node (or group of nodes) has a majority of the cluster membership, Serviceguard uses a mechanism called the cluster lock to decide who wins and forms the new cluster.

This is defined by the cluster quorum rules:
# > 50% of the nodes try to reform a new cluster: the cluster lock is not needed

# = 50% of the nodes try to reform a new cluster: the cluster lock is not needed
- The cluster lock is now needed to decide if they can or cannot.
- The set of nodes that grab the cluster lock will form the active cluster. All other
nodes will terminate cluster activity (reboot).

# < 50%: no cluster formed
