Quarum is a set of conditions, that needs to met before perform a task.
When you are activating one VG, the condition is more than 50% of actual PV should be online.
Eg. If the VG contains 3PVs, min 2PVs should be available.
In Service Guard, more then 50% of the nodes should be up and running in order to form the cluster. For more info refer to above docs...
