The option you have is to go for a
make_net_recovery
check the document at
/opt/ignite/share/doc/makenetrec.txt

You can use fbackup -f
All you need is for root to be able to remsh to the remote server (where the tape device is) without needing a password (need a .rhosts file)

Can I to use the second machine with tape for realising a system boot backup tape for the machine without tape.

The best solution is to set up an Ingnite server. Whith this you can back/recover up all your HP-UX computers without using any tapes.
You can downlod Ignite from:

But if you want to have an ignite tape from that server you have to do this via make_net_recovery ...

The only way you're going to be able to do what you really want is to have a local tape drive available.
