Would it be possible for restricting user rlogin or ftp or telnet between 9:00 and 12:00 ? Thanks.

Solution
You could simply use a second /etc/inetd.conf file, if wanted to stop people logging in. It it not something that would normally be done, but worth a try
at 9AM from cron
cp /etc/inetd.conf.9-12 /etc/inetd.conf
inetd -c
at 12PM from cron
cp /etc/inetd.conf.after /etc/inetd.conf
inetd -c
at 9AM from cron
cp /etc/inetd.conf.9-12 /etc/inetd.conf
inetd -c
at 12PM from cron
cp /etc/inetd.conf.after /etc/inetd.conf
inetd -c

If your system is trusted then you can set the time-of-the-day a user can login to the system.
I have tried this using telnet and it works - but I am not sure if ftp also uses that policy.
check the man page of prpwd (or prpw)- It will tell you the field to use - I just cannot remember from the top of my head.
you can use getprpw or getprdef commands to set the field

Restriction to the service by time management can be done with cron or scripting. cron is more easy and effective.
Restriction to the services can be done by using the inetd.conf file easily. We can use some other possiblities of,
rlogin: restriction can be given at .rhosts and hosts.equiv file.
ftp: we can give it by using .netrc file.
telnet: we have to use the inetd.conf or tcpwrappers(It is also more effective to restrict the telnet usage).
