reverse DNS lookup

Is there a way to disable reverse dns lookup for ftp and telnet without moving resolv.conf?

No. You can get around the timeout delays by putting the IP addresses in question into the /etc/host file on the server and modifying the /etc/nsswitch.conf file to look in files prior to dns.
