root can not install patch

Hi,
I have a new system just finishing 11.23 FOE installation. I want to install this patch, but it errored out with no permission.
Same thing for the QPK patch bundle... what's going on?

/etc/hosts had wrong IP address for this host. Corrected and restarted swagentd
and problem was resolved.
