rtelnet
There is a utility called rtelnet kept in
usr/annex/ dir.
-xr-xr-x 1 root sys 81920 Jul 1 1998 rtelnet
you can see the owner group and permission. Our one of the application is using this utility to start the application process.
My questiion is , can this utility be started by application owner , or only root can start this utility.

Any user can execute this command (rtelnet) because it's has permission 155 which enable everybody to start this.

If I remember correctly, 'rtelnet' is used to connect to Annex terminal servers. It's not available by default with the HP-UX OS. Since the permissions are set to 555, it can be executed by other users.
