Hi, This is the first enviroinment I have come across with a sam_exec user. Can this user be deleted?

As you did not indicate your version, I am not sure about your special situation but we are running 11.11 (a.k.a. 11i v1) all across the board here and we do not have this user on any of our systems.
Before deleting it, I'd make sure any of your application software is not dependent on existence of this user.

Sorry 11.11 version. That user is created by sam and has same id as root (0)
