SAM problem and swconfig permissions
I noticed that my SAM is no longer working. Gives the following messages
mkdir: cannot access /var/sam: No such file or directory
chmod: can't access /var/sam/log
/var/sam/log: No such file or directory
/var/sam/log: No such file or directory
/usr/sbin/sam[196]: /var/sam: not found.
The SAM Registration database, /etc/sam/reg_files.db, either is
missing, cannot be opened, or is empty. This is usually caused by
running SAM on a system that is not configured to run SAM. If this is
the case, please use swconfig(1M) to configure the "SystemAdmin"
product.
swlist -l fileset -a state |grep -i sam

How to resolve the issue?

Well, the first thing I'd verify is that your /var/sam directory even exists. Many of these error messages indicate that something has happened to your /var directory. Have you confirmed that /var is intact and has the proper permissions?
The fact that /var/sam doesn't exist and /var/adm/sw/security/secrets cannot be found, and /var/sam/log isn't found - all indicate to me that something has happened to your /var directory.
Can you please confirm that /var exists, is populated properly, and has the proper permissions? If /var is a separate filesystem, please be sure it is mounted when SAM runs.
That's the first few things I'd check.

Robert, one of the documents solved my issue with swconfig. would've liked to assign 10 points, but need to keep the thread open.
The first document seems to address the SAM problem I'm having presently, but I'm still facing it.
When I try something in SAM I get the attached screens one after the other.
with your help, i'm now half through solving the issue.
