SCP and SFTP

How long would it take to install scp and sftp to our version 11.11 unix server?

No time at all?

dy # type scp
scp is /usr/bin/scp

dy # type sftp
sftp is /usr/bin/sftp

dy # uname -a
HP-UX dy B.11.11 U 9000/785 2012616114 unlimited-user license

Even if you have to download the bundle the entire process will take no longer than about 10 minutes and does not require a reboot. It is a trivially simple swinstall. You will spend much more time properly configuring the software.
If it ain't broke, I can fix that.
