Setting the base User id

Hi
Im running HP-UX 11.0. Im using Tivoli Identity Manager for creating of users and this tool doesnt allow me to change or specify the user id. Currently server is allocating the lowest available user id greater than 100 to all users created. I want to set this baseline as 1000 as per policy. Is there anyway to tell the System to pick the lowest available user id greater than 1000 instead of the default value of 100?
