SPECrate_int95 Benchmark?

We are looking to create a method of chargeback to customers depending on
resource usage and machine specification. Can anyone explain what
SPECint95/SPECfp95 and SPECrate_int95/SPECrate_fp95 are as quoted in the server
specification section on the hp website.
Also does anyone else chargeback - if so how? Any help or advice much
appreciated.

We are trying to do a similar thing but because we are using Oracle things get
slightly complecated. All though its not perfect (yet :-) we are using
measureware and some Oracle tools to get the resources by user.
