Also, as mentioned in the message, the dump device is either not configured or too small. But, that is not the main issue here.

I advise you reboot and go the lvm maintenance mode and fix the problem by using lvlnboot command
If you need further information in detail , pls let me know the model of your server

i can't boot in single user mode (or) lvm maintenance mode
server model : rx2660
iam running hp-ux 11iv2 VirtualMachines in my server,one of my VM says the above mentioned error while booting .

Solution"Extending a logical volume backing a guest root corrupts guest:
There is no safe way to extend a logical volume (LVM or VxVM) used as a backing store for a guest root disk. If you do this, the guest panics on its next reboot with the following error:
System panic: all VFS_MOUNTROOTs failed: Need DRIVERS.
The guest root device has been corrupted, and you must reinstall the guest's HP-UX operating system."
