tcp_wrapper and subnet

Since I installed tcp_wrapper, users on another subnet cannot use ftp, telnet,rlogin ... Is there a way to configure it, that certain users/hosts/subnets can use these services?

You need to properly configure your /etc/hosts.allow and /etc/hosts.deny files. Take a look at http://www.cert.org/security-improvement/implementations/i041.07.html to look into configuration of tcpwrapper.
