I am running hpux 11iV1 DNS service on a N class server.
Telnet is taking a while to reverse lookup for one site. How do I get 142.192.0.0/16 to reverse lookup quicker ?
possibly add a file in /etc/named.data ?

Have a working domain name server with
appropriate data? What does "nslookup
142.192.x.y" do/say?
> possibly add a file in /etc/named.data ?
What's in there now? (And who cares?)
Who administers the DNS server for this IP
address range?

Solution
the answer depends.
Are you the authority for this IP address ? Probably not.
Making yourself an authority for a domain that is not yours may cause other issues.
I would suspect that whomever is authative for 192.142.0.0 either does not have a reverse entry or mostlikely your server cannot get there and it is running through the internet trying to find it, hence the delay.
