Better yet, if you could post your /etc/issue, that would be great.

Re: TELNET LOGIN PROBLEM
If you're supposed to be the administrator of this "OC://WebConnect SNA Access Server (tm)", it's time for you to start reading the OpenConnect manuals to find out how to access the administration user interface of this system. Even though the underlying hardware may be a HP-UX server, prepare to put aside your general HP-UX expertise: any OpenConnect-specific knowledge will be much more applicable here.
Note that the support agreements on dedicated systems sometimes have very strict limitations about what the local sysadmin is allowed to do. Violating these conditions may allow the vendor to declare the (often very expensive) support agreement null and void. After that, any troubleshooting help from the vendor will have a stiff price tag on it.

Re: TELNET LOGIN PROBLEM
How, exactly, do you "do the telnet"?
From what? To what?
Perhaps you should try visiting
http://www.openconnect.com
to see if you can learn what "OC://WebConnect
SNA Access Server" actually is, what it does,
and how it's configured.

Re: TELNET LOGIN PROBLEM
The only other possibility is that there's another telnet server installed... which i doubt.
