i am sure that the command vparmodify -p vpar10 -b /stand/WINSTALL was done. the error is Failed to patch new partition's kernal... Any suggestions?

Looks like to boot a vPar from within an already running vPar requires a bootable image with vPar support.
Your only other option is to take down all vpars, boot your installer from BCH, build vpar10, install vpar software, then reboot all vpars.
I would create an ignite image of vpar1 or 2 3...9 then boot vpar10 using that image

What is your installation source?
I'm sure it is not a golden image.
If the source is taken from an install media, you must include the vpars software at the same time of installation.
The ignite kernel WINSTALL is aware of vPars, so I guess the installation proceeds until the system will build a new kernel. Now the vPars software is missing - that's your problem.

You can only run 1 version of vPars.
The only mixed configuration supported is (with some requirements) 11.23 with 11.31.
You cannot mix 11.11 and 11.23 vpars in a single nPar.
