I have gone through one itrc doc which asks to run "swconfig SystemAdmin" but didnot serve the purpose.
When I run 'swlist -l fileset -a state' it gives a wide list - configured.
Any clues how it be resolved.

As root, install Latest 'SAM' patch (does not require reboot).
HP-UX 11.00:

HP-UX 11.11:

I could not understand why after restoring from Ignite this problem started. Prior to restore everything was okay. SAM was normal. Is something wrong with my Ignite?
