Looks there is some issue with the scripts which are called by custer defiend run and halt commands.
Please check /home/ppnms/bin/start.sh & /home/ppnms/bin/stop.sh are exists or not.

Re: Unable to start the Package
vgchange: Warning: Couldn't attach to the volume group physical volume "/dev/dsk/c2t1d0": --> Can you see this disk via #ioscan -fnCdisk ?
May 24 12:16:46 - Node "ihabap01": WARNING: File system "/appdata/d01" was already mounted.
How come your FS was already mounted?
Then another error in your customer_run_cmds:
/etc/cmcluster/Pkg_TPMApp/Pkg_TPMApp.cntl[5]: /home/ppnms/bin/start.sh: not found.
The script stated here is probably not there....

Re: Unable to start the Package
The physical volume is not visible in ioscan.
I manually mounted the FS to check the FS. Also tried it after umount but result was same.
