Upgrade from rp7410 to rx7620

Is there anyway to upgrade OS into 7620 ver of HPUX avoiding a complete OS reload

Unfortunately no. You will need to reinstall as it needs HP-UX 11.23, which the rp7410 does not support and the rx7620 will not support 11.11
