user "root" can not cd fourth directory by user "oracle" create

I have a new system"hpux 11.11".
user "oracle" create directory."root" can not cd and mv it,only display and copy.who know it.

Can you also do an ll (ls -l) in the parent folder of the directory you're trying to cd into?

This can happen if the directory is over NFS and root is treated as nobody.
