/usr/lib/dld.sl: Call to mmap() failed

I'm getting this error when I telnet or remsh to an 11.0 server.

/usr/lib/dld.sl: Call to mmap() failed - TEXT /usr/lib/libsis.sl

The telnet error gives this additional error:

/usr/lib/dld.sl: Not enough space

swapinfo shows only 29% used.
bdf shows nothing over 95%

A recent change to an Oracle paremeter increased memory usage by 50MB. I've been told that is not multiplied by repeat instances

What kernel parm(s) should I look at?
