If you have a formula with MAXUSER, then increase MAXUSERS value by 100 for a start

if you read the first response in the thread I linked to:
"Your 'nproc' kernel parameter is full. Run 'sar -v 2 20' and observe 'proc-sz' column.

Increase it by around 50%. Also increase 'maxuprc'. Make it a formula like 'nproc -2'."

You know what your current nproc value is and how is it defined in SAM list (formula,value).
