According to previous forum posts, Xvfb is officially supported by HP as of June 2001 ala PHSS_23566. Posts from before June 2001 list an FTP site for an unsupported version.
I have installed PHSS_23566, but I still have no clue how to configure and start Xvfb - there isn't even a binary for it, although I noticed some 'modules' (ie vfb.1).
The pre-june2001 docs suggest that there will be a config file for xvfb in /etc/rc.config.d, but I have none.
Can anyone guide a poor soul through a proper setup with the files from the patch?
Don't even ask why Xvfb is needed - it involves a web-based reporting package from an evil company whose name starts with an O...

Hmmm... I assigned everyone 10's because although the actual answers didn't necessarily provide a step-by-step, they magically provided that critical nudge over a mental threshold that made things click.
I had been looking at old forum posts, but there's an updated install/configure note here:

...and it applies to the current state of things after the PHSS_23566 patch is applied. Xvfb is available as a servermode of the standard X server from HP. I followed the instructions in the install note listed above and it works nicely now. I went ahead and started xfs as well, not sure if it was required but it seemed reasonable.
