Can I install 11.i version 1 on a used 9000 server without gotchas? I don't need codewords except for additional products, right? Any other problems like licenseing or system id?

Re: What to obtain with used 9000 server
You can install 11i as listed in the matrix at this URL:
http://devrsrc1.external.hp.com/STK/serversupport.html
You will need codewords for any additional application software (Glance, MirrorDisk, compilers, etc). Other than that, you should be good to go.

SolutionYou need to have whomever you get the server from contact HP and transfer this from the previous owner to you.
At that point you can legally install and run the OS even in production.
