when user this: fbackup -f donald:/dev/rmt/0m -u0g graph -I index,;

can donald be a machine in a different city?

It doesn't matter where the system is, as long as you have access on your network and have 'remsh' access to the remote server from the server issuing the command.

# fbackup -f r:/dev/rmt/0m -

It is usual to do a remote backup in that way, but you should consider the amount of data you wanna to backup, in my experience, I usually backup spool info as follows,
fbackup -f serp:/dev/rmt/0m -i /var/spool/lp/ -v

If you can access that machine using remsh this command will work. speed of backup will depend on your network.
