Will package switch back to primary lan after primary lan is back?
After primary lan is down, the package will switch to standby lan. The question is:
1.Will the package switch back to primary lan after primary lan is back?
And
2.If the parameter LOCAL_LAN_FAILOVER_ALLOWED is set to no, is it possible to switch to standby lan manually?

There are however factors that can prevent the failover of an IP address to work as planned. It is best to schedule a test duirng a maintenance window to test all aspects of failover.
Switch port configuration may not allow failover to work correctly with Cisco and other switched environments.
This test would be accomplished by physically disconnecting the lan cable from the primary card.

But I never try what will happen after manula config on standby lan and standby go down .

1) Yes it will fail back but it will wait until after the primary has regained link for 30 - 60 seconds. This is designed to prevent the IP from "ping-ponging" between the primary & standby in case the primary is going up & down wildly.
2) Yes - one method we employ on NICs hardcoded to 100FD is to run lanadmin & force the port to 10HD. That will cause a failover as the NIC will not relink with the switch port. You can leave it there as long as you wish & when you want it back just lanadmin it back to 100FD & link will be regained.
