X will not start -- permissions problem?

On an HP workstation running HP-UX 11.00, some permissions
under /var (and possibly other places) have gotten changed,
and now X will not start, even after
a reboot. I get the following messages in /var/dt/Xerrors:

Fatal server error:
Cannot establish any listening sockets - Make sure an X server isn't already running

Wed Jan 24 12:28:02 2001
error (pid 1895): Server unexpectedly died

Wed Jan 24 12:28:07 2001
error (pid 1895): Server for display :0 can't be started.
-------------------------

Any idea what might cause this? Alternatively, is there a nice way of
restoring default permissions to /var,
or at least finding out what these are?

If you can login via fail-safe mode or from a term, can run the /usr/contrib/bin/X11/dr_dt and the output will point you in the right direction. The perms will also be shown as to what they should be.
