I have used dr_dt script and i have 3 warnings.
3 files miss
/var/adm/inetd.sec
/usr/dt/bin/xmbind
/usr/dt/bin/suid_exec
On another HP9000 i don't have these files but xdm works !!
I don't understand.

SolutionThe last 2 files that are listed as missing are suggesting to me your patch level wrt CDE is not current ... they can be ignored ... the inetd.sec maybe relevant.
If the 9000 is a server without a graphics head/card check dtlogin is running ?
Are you certain the 9000 and any remote pc's or xterminals involved here can resolve each other hostnames and ip addresses ?
Is DNS , routers or firewalls involved at all.
If XDM is not working what results are you seeing then ?
check also in /var/dt/Xerrors ....
awaiting details .....

Re: XDM
#/usr/dt/bin/dtconfig -e
#/sbin/init.d/dtlogin.rc start
If still does not work then
check your /var/dt/Xerrors

Re: XDM
just check whether the graphics card is there and is in CLAIMED state.
Note:please do not assign 8-10 points which does not resolve your problem.
8-10 points are only given for magical answers.

Re: XDM
http://www1.itrc.hp.com/service/cki/patchDocDisplay.do?patchId=PHSS_27427
which should remove the xmbind and suid_exec warning messages.
