There are many tools, free and not free.
In my enterprise we use HP Openview, this is not free but is very powerfull, and is suggest only for big enterprises.
Another one is IBM Tivoli Netview.
Then, are 2 free tools, not powerfull like Openview or IBM Tivoli Netwiew.
Nagios (see the first reply) and Cheops.
If you use Fedora, there is the rpm.

Your question is not fully defining the
requirements.
However, if you want some good tools,
apart from those that other people already
mentioned, take a look at:
http://www.ntop.org/
http://argus.tcp4me.com/
I can think of another 10-15 of them :)
I use NTOP at many sites (including
my wife's own company). Works
beautifully.
When I owned and managed an Australian-based
ISP for 10 years, I used Argus.
Also very nice software.
Companies like 3Com use NTOP for
network monitoring too.
The beauty and power of Unix/Linux is CHOICES. You are not locked into any vendor
and have plenty of opportunities
with open-source software.
