Red Hat linux 7.1 on Vectra 800 with 256M RAM having seg faults

I installed Red Hat 7.1 on the 800 with 256 RAM and I am having two errors.
1. I cannot su to another user from root or login as anyone except root or I get "can not for user shell: Resource temporarily unavailable".

#cat /proc/meminfo says
mem: total 657580032
used: 99061760
free: 558518272

These numbers are far over the ballpark.
Anyone have any suggestions?

Any RDRAM in it ?
Try to limit usable RAM for the kernel with the "mem=256m" option in the append clause in /etc/lilo.conf
