Regarding submission port and another relay setting.

Hello,
I would like to know regarding sendmail and submission.

[ENVIRONMENT]
RHEL 4 ES update4

[SITUATION]
The customer has configured submission port for SMTP authentication using
sendmail.
He become successful to connect to submission port, authentication, receive and
send the mail.
But another relay setting seems to be ignored if SMTP authentication become
successful.

For example, if he set "REJECT" for specified IP address at /etc/mail/access,
the mail can be sent when the SMTP authentication become successful.

He confirmed to be control relay with /etc/mail/access setting without SMTP auth.

[QUESTION]
- Is this expected specifications if he use SMTP authentication with sendmail and sasl2 ?
Or his miss configuration ?
